This book is aimed at providing a pragmatic, if not a drastic reform agenda for a self-serving, and hence, self-sustaining institution. The roles of stakeholders (both direct and indirect) are important in the functioning and reform of the IMF. Had the IMF evolved itself through a process of 'Learning by Doing', some of the mistakes would have been corrected in successive time periods. But the tendency of IMF has been to resist change, and it likes to implement its own rules of play; in a fair coin toss up, the IMF believes in the rule, 'heads you lose and tails we win'.
